Pandit Ram Dayal Pandey ji was born on 6 August 1915 in Shahpur Patti village under Bhojpur district of Bihar. His father died at an early age. After that his mother raised him. He was a brilliant student. Ram Dayal Pandey ji, who jumped into the freedom struggle at the age of just 15, had immense love for the nation and the national language in his heart.

He was the President of Hindi Pragati Samiti, Bihar and Vice President-cum-Director of Bihar National Language Council. He was elected president of Bihar Hindi Sahitya Sammelan five times and was also honored with many awards.

He also had to face a lot of financial difficulties. But he gave the award money to 'Journalist Welfare Fund' and 'Literature Welfare Fund'. He also refused to take the 'Freedom Fighter Pension' saying that he "did not serve the motherland for any reward".

He was a distinguished poet and editor. He was the editor for newspaers and magazines like 'Dainik Vishwamitra' (Kolkata), 'Dainik Navrashtra', 'Aaj' (Varanasi), 'Aagdoot' (weekly, Patna), 'Balak' (children's monthly, Patna), 'Swadesh' (weekly, Patna), 'Paatal' (Literary-Monthly, Patna), 'Himalaya' (Monthly, Patna), 'Bihar-Jeevan' (Weekly, Bhagalpur), 'Jantaa' (Weekly, Kolkata), 'Kishore' (Weekly, Patna), and 'Naveen Bihar' etc.

He passed away on 15 May 2002
